You have to look at past transfers/transfer attempts as a reliable indicator. When do Arsenal ever go for:

Shit English
Overpriced
Natural Winger

We never go for anyone who fits that criteria so the likelihood is we did not go for Downing

When have Liverpool ever gone for:

Players too good for the club
Players in champions league teams

Hazard, Alonso, Mata, Benzema, Higuain, Aguero - All fit part of that criteria, Liverpool have tried to get many high-end players and have failed so the likelihood of an approach to Mata is quite high (Rejecting you in the process)
