It is alot easier for Ozil to get assists and goals for one of the best teams in Germany and the 2nd best team in Spain.

I'm not even comparing Downing and Ozil, that'd be disrespectful. I'm saying you can get world class players for 20-23m, depends on scouting and of course timing of a transfer, but it's not impossible.

Fabregas is world class, Xavi is one of the world's best.
Van Persie is world class, Messi is the world's best.

On a side note, if van Persie stayed fit for a whole season I think he can prove that he is one of the world's best strikers, he really can and if Xavi and Iniesta weren't here Fabregas and possibly Alonso would be considered the most creative central midfielders of their generation.
Although in my biased opinion I think Cesc can pass just as well as or even better than Iniesta, Iniesta is light years ahead in terms of dribbling and close control though.

Messi got 50+ goals last season and Xavi is probably the greatest creative central midfielder of all time.
Oezil and Iniesta are world class, they'd get into any team, but Iniesta is the world's best in his position, better than Oezil.
I think that if Oezil can be a lot more consistent he'll be one of the world's best, but it's a big if.
