    Foreground constantly pumps money into the club, no matter what.

    Background invests money so the team becomes a powerhouse in it's division, but once promotion is achieved, investments are toned down/chairman can't afford to compete as well.

    This is 11.3, so money hadn't really been invested to the extent of this summer.

    I imagine it's changed on updated dbs.
