So basically clubs can't poach any South American/African u-18 talent... Which does practically nothing as most of these countries FA's have already banned the movement of U-18 year olds to other countries.
Only thing that changes is that you can't poach Serbian or Ukrainian youngsters now I suppose.
You can sign them at any age, but they can't move until they are 18.
Essentially, FIFA have just done what FM have done for years..
