So basically this stops things like Arsenal buying Fabregas, United buying Macheda (just 2 examples), yes?

Wait. Hold on.
Just read through it. Apparently within the EU, players can be signed at 16 internationally.
So there is nothing new there.
Well done FIFA..

Yep.
We signed Suso at 15, but he couldn't move until he was 16.

So basically clubs can't poach any South American/African u-18 talent... Which does practically nothing as most of these countries FA's have already banned the movement of U-18 year olds to other countries.
Only thing that changes is that you can't poach Serbian or Ukrainian youngsters now I suppose.

This..
a) The player’s parents move to the country in which the new club is
located for reasons not linked to football.
An exception to the rule.
