All he's known for is creating loads of goals, scoring set pieces and even scoring from open play.. he's a top quality passer as well.

Not really. Him being known mostly for his crossing and free kicks underrates how good an overall player he was.

If that's all he's known for, and all he's capable of, sounds like he's rated exactly what he should be rated.

One thing he doesn't get credit for is his extraordinary workrate. He was never the best player in the world and if he was ever considered as such, I would agree that at that point in time, he was overrated by some. But I think most people fit him right into the category in which he belongs.

In that specific role, yes. There are definitely players that could pull off better crosses, legendary passers of the ball but in the end Beckham has made it his trademark and he is still pulling them off like he has done for over a decade.
