    After forgetting about it, Rio said he was willing to take a test. You wouldn't do that if you've taken something. He wasn't allowed obviously.

    Yep, he offered to take a test after everything was out of his system.

    End of the day, he thought missing a test would result in a shorter ban rather than getting found guilty, he was wrong.

    It's a pointless argument. Yes, he took a banned substance, however, it was not intentional. He didn't seek out that substance, he took something he thought that would help him slim down (perfectly fine) and that item contained a banned substance. He's been banned, because he should have checked, however, he didn't intentionally look to bend the rules.
