so right now barcelona B are in 6th in segunda division with 2 games left, which means they would get a spot in the playoffs
IF they do make it, are they allowed to play in la primera?

Which is a reason why it shouldn't be allowed really.
It's basically a get out of jail free card for Barcelona if they're ever relegated.

Yes I meant figuratively. But then what would happen? Will the club take their best players and move them to Barca B for the title or move them to Barca to earn promotion?

Athletic Bilbao got relegated, while Athletic Club (back then the second team) landed in a playoff position. The second team got promoted, and basically what the board did was transfer most players from Athletic Bilbao to Athletic Club, and vice versa.
I'd imagine if the same were to happen to Barcelona, they'd do the same as Bilbao.

young players get experience against real teams instead of playing other youth teams, = better quality youth. it makes the league itself less important but it gives huge benefits.
