I'm a neutral, I have read the rules, I have looked at the incident on a video several times, and I think it was a penalty.
Howard Webb is a professional referee, Howard Webb has read the rules, Howard Webb looked at the incident once, and he thought it was a penalty.
You are a spastic who supports Liverpool, you don't know the rules, you've looked at the incident and you thought it wasn't a foul, but now you've changed that to it not being in the box.

Apart from a few loose efforts outside the area? Back four pretty much done it's job, Flano played well again, had Pienaar in his back pocket to be honest, got turned a few times mind, but, dealt with the danger pretty well. Carragher and Skrtel were ok. Johnson I thought had a very good game going forward, he had Kaboul all ends up, it was pretty funny actually. He was all over the place, simply couldn't handle the skill and pace of Johnson and with Johno being on the left, he cut in quite a bit as well and Kaboul just couldn't read him. He played well and was never troubled by Lennon, Lennon was pretty quite actually.
Maxi did ok, his passing and movement was spot on as usual, he just never had the service and support today from his fellow team mates. Kuyt worked his bollocks off again and looked like the only who wanted a go today. Him and Danny Rose had a good battle today, as Kuyt mainly played from the right, came in a lot which made it difficult for Rose to follow, but Danny impresses me. I've played football with him before, when I was at Tottenham myself, he's a good lad as well, it's good to see him progressing, he'll make a good full back. Lucas and Spearing were ok too I thought, they did ok, but to be fair, Modric absolutely ran the show in the middle, he's fucking great player him. Neither of them could get near him to be fair. Suarez was ok, had the defenders all over the shop at points. Carroll didn't do too bad, however he didn't win a header all day and missed a sitter in the first half, he'd have probably buried that 9/10 in training with his eyes closed as well.
So yeah, there weren't any 'bad performances' from the players, no one in particular stood out. Just the team didn't quite get going as an overall unit, the passes wasn't and sharp and crisp as it has been, we played at a slower tempo, few silly passes going astray, not enough 'urgency' for me from the players, but that's to be expected. The way we've played these last couple of weeks, we can't expect to that type of performance every week, because it simply won't happen. Today we didn't play well and we came up against a decent side in Spurs who to be honest rode their luck and finished up with the three points. They weren't better than us today. I mean, I don't if any of you have seen it on tv but the penalty was a fuckin joke of a decision, Flano shoulder barged him off the ball? I thought the ball had gone out and Webb was pointing for a goal kick, can someone please point out to me, what was wrong with that, because I'm struggling to find reasons why it WAS a foul? Typical Manc badly cunt is Howard Webb, gave fuck all, all game and screwed us over again. And that's just what I was talking about, the ball just bounced Spurs way today. And then at two nil, a draw was the best we could hope for and just by watching, I knew it was pretty much game over, we were never gunna' score two today, we just weren't at the races. But at one nil, you never know, we might have snatched a goal and earned our selves a point, but that Fergie rent boy twat took that away from us by completely fucking us over with the decision.
But yeah, not a great game from us to be fair and certainly not our best performance under Kenny by any stretch of the imagination. But today, probably the injuries and lack of squad probably finally caught up with us. We could of done with having Gerrard, Agger and Kelly today, might of been different. But it;s onwards and upwards and in January when we were 13 points behind Spurs, if you'd have said to me, would you take with one game left to be one point behind them with Kenny Dalglish as manager, I'd of bit your hand off. We're progressing, we're going places and quite frankly, this result means nothing in that, plain and simple. We've got work to do, we know that, it's not going to be easy, it never is, but I'm confident on the future.

I'm also a neutral looking at the decision and I have replayed it approximately 25 times and I have come to the conclusion it was outside the box. Rule states if a tackle is committed by a defender, against an attacker, while the ball is in play, and while inside the defender's penalty area then a penalty kick is awarded to the attacking team. The rule is that it's a foul if it is careless, reckless or using excessive force. Howard Webb gave a foul, but no yellow card, which makes it pretty clear that, like me, he thought it was careless.
You asserted that it was only a foul if excessive or dangerous force was used, that is incorrect. Given that you don't even know the rules properly, I don't know on what basis you venture to question Howard Webb, who has had a very successful career applying those rules.

I'm a neutral, I have read the rules, I have looked at the incident on a video several times, and I think it was a penalty.
Howard Webb is a professional referee, Howard Webb has read the rules, Howard Webb looked at the incident once, and he thought it was a penalty.
You are a spastic who supports Liverpool, you don't know the rules, you've looked at the incident and you thought it wasn't a foul, but now you've changed that to it not being in the box.
Who would a reasonable person believe?
But part of Pienaar is in the box, so is it given where the part of the body that was touched?
