For a start, no they wouldn't. You'd have to significantly reduce ticket prices and that would mean that you wouldn't have the income to support having the level of players you do. You'd probably rise up the leagues quickly, but you'd come to a stop soon enough because the income isn't there. You'd probably reach the top flight at some stage, but you wouldn't become one of the biggest teams.
If you cam straight into the Premier League now, you could do. If you start from the bottom, you won't.
