Tough one. He has great natural talent; but in my opinion, he won't be as effective unless the team is built around him. QPR can do that, because he stands out in the Championship, but how would he fit into a Prem side? I'm not sure.
I don't think he is good enough for a top 6/7 side, so he would probably be about the standard of mid-table Premier League sides at the moment, teams like Fulham or Bolton. However, those two teams rely on everyone putting in a shift and making themselves difficult to beat, I'm not sure that Taarabt would do that, therefore it would be a risk for a team like Fulham/Bolton to buy him.
Also, these kind of teams like to play a basic 4-4-2 or a compact 4-5-1, with the wingers expected to play more like wide midfielders, getting up and down the pitch, so I'm not sure how he would fit into a Premier League starting XI, and that is where he wants to be, you can tell that he's not going to put up with being a sub, it just depends if anyone wants to take a bit of a risk on buying him and then possibly building around him.

Some good points there. It will definitely be a risk for whoever takes him on, but I think someone will.
If someone risks it and he does well in the PL it could really pay off though, because his stock will shoot right up. I really know what the word on the street regarding rumors are, but maybe he'll even stay at QPR if they go up, then we'll see what he's really like.

Couldn't make it at Tottenham so dropped down to Championship and found his level. He won't get in a top top side but maybe a lower Prem side like others have mentioned.

By found his level I mean that he found a league that he is quality in and can play in. Many players struggle in the Prem, and excel in the Championship. One of them things.

Don't think we've ever seen QPR spend big in the championship, but I'd highly imagine that the minute they get promoted to the Premier League, they will pump loads of money in.

Wish Spurs still had him to be honest..we've been a bit of a graveyard as far as young talent goes the past few years (excluding Bale and a few others)
