It's not completely farfetched..The Russians attempted to make snow clouds so that the snow falls in the farmlands before it hits Moscow to reduce the snow cleaning expanses, and Chavez attempted to make rainclouds to make it rain harder in Venezuela. Though then again, Moscow jsut had it's worst ever recorded winter and Venezuela's had a drought last year.

I remember the Chinese were talking about shooting stuff in the air to get rid of the smog during Beijing.

Wouldn't want it. One of the appeals of this World Cup is the sunshine, taking it away will decrease the numbers and the atmosphere. Cooling it down is fine but to take away the sunlight would be daft.
