Don't tell me how it works if you don't know yourself. The referee dealing with the incident is what's important, not whether he gives a yellow card or not.

Rooney did not trip, pull or push James McCarthy, yet a free-kick was awarded — so it must have been awarded for use of the arm. As Rooney was not even cautioned, this incident will not be mentioned by Clattenburg in his report.
Every referee has to submit a report by telephone to the FA via the Press Association, and often do so on the way home.
Those observers who think that once a referee has seen Match of the Day he will change his report are mistaken.

I think that's a silly rule. If the referee missed something or made a bad call, a player should still be punished accordingly.
