The two London clubs both produced proposals on how to reinvent the venue for football but only the Hammers were willing to keep the running track so the stadium could also hold athletics events in the future.
Tottenham wanted to convert the stadium into a football-only ground, while renovating south London's Crystal Palace arena to comply with the athletics legacy part of Britain's successful Olympic bid.
A spokesman for the Olympic Park Legacy Company, which is due to make its choice public on Friday, refused to comment, saying: "It's pure speculation. Our board will meet on Friday when they will be presented with both bids and vote to recommend a preferred bidder."
That recommendation will then go to London mayor Boris Johnson and the government for final ratification.
It's believed that Spurs - whose bid is said to have floundered not just over the retention of the running track but questions of financing - may seek a judicial review if the decision goes against them.
Spurs are already looking at land in Essex.
