Dzeko has completed his medical with Manchester City.
The Bosnia international striker is expected to complete his move to the Premier League big-spenders in the next few days.
City boss Roberto Mancini confirmed on Tuesday that a fee had been agreed with Wolfsburg, believed to be in the region of £27million, for Dzeko's services.
The 24-year-old travelled to England on Wednesday from Spain where he had been taking part in a winter training camp with Steve McClaren's side.
There had been some suggestions that Dzeko would be at Emirates Stadium to watch his prospective new club in action against Arsenal.
But the talented forward, who has been targeted by a host of Europe's leading sides, will not be in North London for the crucial Premier League clash.
City will hope to have secured their major January target ahead of Saturday's FA Cup third round clash with Leicester City.
Dzeko's expected arrival is sure to increase speculation over some of Mancini's fringe striking options, with both Emmanuel Adebayor and Roque Santa Cruz expected to be on the move this month.
Obviously it's the worst kept secret ever, but Man City have done well to pay £9m under what Wolfsburg wanted.
