Since you after the first operation will always have a digit sum of either 3, 6 or 9, then add 3 and multiply by another 3, you end up, no matter what, having a digit sum of 9, thus it can't come up as anything else
The only other number that can come up (digit sum 9) is 18, but for that, you need to use 10 as your initial number, where Dan only allowed 1-9.
