Pretty much. I don't know too many instances where Mario himself physically hurts Bowser(not including spin offs)I think he usually, steps on a switch that makes Bowser fall into a pit of lava.

In the original Mario uses an ax to cut down the rope bridge Bowser was standing on.

Basically, anything that makes Bowser fall into a pit of lava.

On Super Mario Bros. you throw those wind up monsters at Bowser in his flower blimp. Other than that I think you're right. Just dodge him, and try to take him down some other way.
