Arsenal, I think they had incredible pace, power and skill in the team which is why they managed those 38 games unbeaten.

I'm actually gonna say Chelsea, it's a tough one but Chelsea won more Premier League games, had a much better goal difference and a better points tally. They also performed better in cup competitions, mainly the semi final of the Champions League.

It's crazy that arsenal scored just one more goal but almost conceded double compared to chelsea yet finished undefeated.

looking on wiki, they lost to city early in the season.

I would have to say chelsea looking from results + stats.

Looking at the stats, I would have to say Chelsea. I didn't watch Arsenal's team back then. It's crazy to think that Chelsea only needed one more game to draw or win and they would have been regarded at the same level or even better than the Invincibles. Another point to consider though is that Jose Mourinho managed such a stellar season from Chelsea in his first year as manager.
