It's not nice, but you're taking an extremely harsh reading of it and presenting it as fact. Under Alex Salmond's new offensive behaviour law you would have to prove, beyond reasonable doubt, that he sent that Tweet and that he intended it as you think he meant it.

Perhaps the Spanish word for children is similar to the Latin, I don't know, I'm not a linguist. I think Children relates to Celtic very well though, a lot of Celtic fans are very childish and pathetic, scouring the internet for messages to interpret as negative and celebrating the demise of another club, this is particularly true of fans on the internet, who Nacho Novo will have the most contact with. It's completely irrelevant unless he's in Scotland. It wouldn't bring a jail sentence because Nacho Novo would hire a lawyer, and any lawyer worth his salt would be able to find reasonable doubt in a Twitter case.

It's quite easy to see what he meant, but he could claim to have been misunderstood, he could feasibly argue that he used the words in a different context. Without a well worded sentence any summary and context could easily be considered an assumption. I would imagine it would be difficult to make an arrest based on an assumption.

The term paedo, in plain English, is apparently a reference to a child. Are you assuming it's paedophile because Celtic have a lot of paedophiles in their support?
