The results are in and the three nations for fair are in this order are; Norway, Finland, and the Netherlands. Who actually gets to play?

Norway: Stabæk

Finland: MyPa

Netherlands: Netherlands (NED): Twente have qualified for the Europa League as they finished with the highest ranking in the Fair Play table among teams not yet qualified for Europe. Their starting round of the Europa League will depend on whether they win the Europa League play-offs. If they win, they will enter the second qualifying round, and Excelsior will qualify for the Europa League and enter the first qualifying round. Otherwise, Twente enter the first qualifying round.^[13

Yes a 4-7-23 team that also got relegated could get to play in Europe.

Each season UEFA uses a formula tto rate each member assciation's ranking fair play score and the top three nations get an extra spot in the UEFA League for the highest finishing team on their fair play standings and the highest team that does not already in Europe gets the extra fair play spot. The only bad thing here is no matter what country a fair play team is from they still must start in the First Qualifying Round.
