They exist, they take people's goals from them all the time. Anonymous goal thieves is a more appropriate name for them in my opinion.

I used to not know it was called the dubious goal panel, I thought it was just called that goal panel and they used the adjective dubious to describe them

Making it sound rather simplistic but it takes 3 random ex players/officials to decide who scored a goal based on:
"As a rule, if the initial attempt is goalbound it is credited to the player making the goal attempt. However if the deflection means that a wayward effort results in a goal then it is attributed to the player who had the last definitive touch of the ball." ?
