Basically Fene got disqualified for being guilty of match fixing. No other Turkish team can take their place because they're all being investigated. Uefa will either hand the spare slot to the highest ranked team that fails to qualify (Spurs/Udinese/Arsenal), highest ranked Europa league team or highest ranked non European qualifying team (Liverpool).
