Perhaps because most people start at a very young age because in most places swimming is a requirement in school.

What I think in general that happens here is parents are encouraged to start to teach their child to swim once they can walk.

Thanks, but since I live here I wouldn't consider it a "fountain of knowledge"
Also if you go to the doctor and convince them something is wrong that would make swimming dangerous you can get an exemption. Sometimes it is something as stupid as a chlorine allergy

I took a swimming course in elementary school as an after school program, a lot of schools/programs do the same, then you have huge schools like University of Florida and University of Cal (which if you look back every medalist in these games seems to come from) who have world class facilities. Add in a population of 300m+ and you get good shit.
