I thought it was going to be out October this year, but it is looking more like May 2013.
Looking like it will be a huge map. Rockstar said that planes weren't included in IV due to the map being too small, but that they will be back in V.
Happy they didn't include SanFran, as it offers nothing to the game. Las Vegas could have been kept, but I guess that isn't the direction they were going in. Fine by me, if it means a bigger Los Angeles.
