Barcelona - Rossi is 30m
Barcelona - Sanchez is 35m

Barcelona shouldn't buy him, or they shouldn't have bought Affelay and Sánchez. Plus, I think Neymar doesn't fit into Barcelona's system, where Messi is the "big man", where Neymar is also used to be the big man.
Real Madrid is a good (and in my eyes the best) option for Neymar. It's a team full of stars, and I think Neymar would fit in perfectly, even if this means some others would have to leave (but that has kind of been the philosophy of Real Madrid in the past years).
Manchester City is also an option for Neymar, although I think it wouldn't be good for his own development, because the UAE president doesn't really seem to care about his players, but just about the statistics.
Chelsea seems fine to me, but I think Real Madrid would be a better option for him, because it's just a better team at this moment.
Anzhi, I can't really say anything about the club, because I don't know the club besides it being the Russian Manchester City.
