I can see Welbeck going for around 30k.

Depends what his pace is, could be even more than that. Berb was like 30k and he has the pace of a dead slug and is an unpopular nationality.

Even worse is Cleverley got one and no German player did.

Welbeck should go for more than 30k. He plays for the most popular team in England, has pace, is pretty good at heading and finishing (see normal card) and is English.
