Look at Ronaldo's last season at OT. He went from a 42 goal season to a 23 goal season, and scored over 30 for Madrid last season. He clearly didn't want to be here, and suffered because of it

So if Torres wanted to leave, you either let him go and get £60m for him, or you keep him and risk him having a dodgey season. Saying that, he couldn't do any worse than he has done so far
