My understanding is Cesc Fabregas is entitled to £4m from Arsenal when he leaves. He has decided to wave these payments thus Arsenal don't have to pay him the £4m (I think it was £1m per year left on his contract).
Hes also taking a pay cut of £900,000 which when you consider Spanish tax rules it really isn't that large of a hit to his bank account.

Perhaps it does show how much he wants to leave but as far as I know he's not taking the £4m we technically owe him so you could say it atleast shows the respect he has for the club as many players would pocket that and be next flight to Barcelona. The whole pay cut part is disproportionate as Spanish tax percentages are somewhat lower than England.
