He was, but Jenkinson is below average. Eboue is a full international, played games against a lot of top teams, can be a good player albeit clumsy at times.
Jenkinson has barely played 10 professional games.

Meh, people complain that we keep using players with potential that are young e/t/c, but seem to think that this is ok.
Jenkinson will get torn apart by any good winger. I know he can be good in the future, not doubting that and i'm happy he signed for us, but right now Eboue is a lot better.

Two completely different situations...
Both Frimpong and Coq are youth players, who came up from the academy. Whilst Coq was on loan last season playing in Ligue 1, Frimpong could well have been playing for the senior Arsenal side in the PL if it wasn't for his injury, or could have gone out on loan to a good side.
Jenkinson wasn't good enough to start at Charlton, yet we're expecting him to play 15-20 games for Arsenal next season.
