The England international is unhappy at Upton Park and is attracted by the possibility of joining a Champions League calibre club.
Spurs had a £7 million bid rejected for Parker last summer and West Ham responded to interest in their prize asset by handing him a five-year contract after the summer transfer window shut.
Manager Harry Redknapp is still pursuing his interest in Parker and is confident he can capitalise on the player’s dissatisfaction to beef up his central midfield.
Goal.com UK understands that the club captain is unimpressed with manager Avram Grant and has also fallen out with fellow England international Matthew Upson in what has become an increasingly disharmonious dressing room.
He has told friends he is so keen to leave West Ham for Spurs that he is willing to hand in a transfer request to kick-start a deal that will be dimly viewed in east London given the mutual animosity between the two clubs.
Parker, who moved to Upton Park from Newcastle three years ago, has won the club’s Hammer of the Year award for the last two seasons and is openly regarded by the hierarchy as the club’s jewel in the crown.
Spurs were warned off Parker by West Ham co-owner David Sullivan last summer after he had declared that the club would sell every player “for the right bid” except the midfield general.
But news that the player wants to force a move puts a whole new complexion on any prospective deal.

1-0 win, not the best of performances but champions win when they don't play well. Bale scores again after a VDV free-kick was intentional deflected by the Welshman. We are 4th and on level points with Arsenal hopefully Birmingham can beat them tonight.

I actually think Beckham would help us. Harry isn't stupid enough to start him over Lennon, but it may just push Lennon to do that much better on the field and of course cover if he was ever to get injured. He would also be a good influence for Lennon and the rest of our team really. A mature presence like Beckham would have a similar impact as Gallas and he could help our players with technique on crossing and long balls.
