Problem is that Berbatov won't make a massive impact as a sub. It's not as if he will come on and bring a fresh sense of energy to the team. To play well, I think he has to start and adjust himself to the tempo of the match. If you're not going to play him, you might as well not have him at all.
With Welbeck it would be a bit different. He'd be all over the place, causing opposition defenders problems, buzzing around the pitch. He'd basically have a much bigger effect.
