I don't know how good or bad £28,000 a year is, but $28,000 is shit. If I don't end up making more than $80,000 a year at some point in my life, I would consider that a failure.

I'd say £28k a year was ample to have a comfortable existence, especially with no kids to support. That's almost twice what I earn, and I manage alright. Ok I do still live at home, but I pay board, and if I earned twice as much as I do now I'd have plenty to pay rent/bills and still maintain my current lifestyle.
