Yeah he can but all those roles have enough players for them. You say rotation but there's still 3 or 4 others that would need to be rotated as well in the same positions and RDM is hardly the sort to chop and change teams much. He clearly has his favourites.
Schurrle is good but keeping Sturridge and saving £20m+ is the wiser option, Schurrle wouldn't vastly improve the team so it's just another body in front of someone else. They must know for certain that he's going to leave or something, can't see why else you would still be trying to sign Schurrle right now. Maybe in January but not now.
Sturridge is looking pretty good, seems to have worked on his defensive duties a lot which was the main issue. Combined really well with Hazard and Mata v Newcastle iirc. If he does leave on a free you would still get compensation or some shit like that cause he's under 24 so it's not that bad, still would be a big loss though.
Edit: Just saw that Sturridge might be going on loan.
In which case it's okay I guess if he does go on loan.
