An apparent football agent on twitter has claimed that we've agreed to sign Ramirez and City have pulled out.
No idea how reliable but he said he reported Allen and Bellamy days before media and that he's never been wrong, promised to close his twitter account if Ramirez doesn't sign.

I was under the impression he was an attacking midfielder, looks too tall to be a winger
Remember it's different people reporting Sahin is close and that Ramirez has signed. They both have different information regarding the Agger deal so I don't expect Sahin AND Ramirez to sign, but I think Sahin is close to signing on loan according to Macca.
