It has to do with data storage. In the olden times 160 characters was the maximum amount of characters you could store into a single "thread" in a database, therefore this was also the norm for a bunch of cellphones. Ye Olde cellphones can only send 160 characters at a time through the cellular network due to old technological limitations of the network, so for twitter to be compatible with these cellphones you would need to limit it to 160 - whatever text has to be included as well (username and timestamp).
