The Articles of Confederation were failing, and the nation needed a stronger, more centralised government that made a nation, rather than a confederation of states. A Constitutional Convention was held with plans of amending said Articles. However, they realised that they needed something much greater. If a nation's Constitution can be scrapped and edited, I believe that a forum's Constitution can be as well.
