He's not really a liability. He's quite an excellent ball playing defender. He definitely needs a competent defender next to him, because his positioning isn't all there. However, his passes are good, his breaking up of play is good, and his aerial ability is very good indeed. He's the sort of defender that AvB needs to play his style, the Lucio/Pepe/Rio kind of defender. His biggest problem is that the rest of the squad isn't entirely sure how to play that way and as a result they don't actually understand how to play with him.
Give AvB a full season and the freedom to get rid of the disturbing elements and properly shape this squad and Chelsea will become lethally dangerous. He needs cash though, and he needs to get rid of a certain few players.

He's always struck as me as a player much more suited to playing as a fall back, loves to bomb forward, posistioning isn't great and isn't all that composed at CB.

Fair enough. I think if he had scored he would have gotten a bit of much needed confidence which maybe would encourage him to try shooting a bit more often.
