You wouldn't, but it's still allowed. Someone like say Van Der Sar would have had the upper body strength to push him away and get to the ball, and somene like Vidic or Rio would have had the positional sense to stop the ball from getting to Agger.
If anything it was a good tactical move by Liverpool.

It was bad marking that made it successful. Teams have tried to do that against us for years, usually Rio, O'Shea or Vidic have been marking the player that marks the goalkeeper to open space for him. It's a perfectly legitimate tactic, which we should have been able to fend off. Our marking was simply terrible on both goals.
