Ahly the league as a whole is more competitive, not jut the top. But to focus on your point, a competitive league doesn't have to have different winners. The competition just has to be better. Even if Man U win this season, they've still had more competition than the top 2 in La Liga have had.
The way I see it, only ManUtd and ManCity are realistically fighting for the title. Barca and Real are the only ones realistically fighting for their title. Both leagues always have two clubs every year that are realistically fighting for the title.

PL - Top 2 on same points, Man City have game in hand. (Miniumum of 0 points difference after GIH)
La Liga - 8 points seperates the top 2, Barcelona have game in hand. (Min 5 points difference after GIH)
PL - 1st place to 3rd place seperated by 2 points, 5 points if Man City win game in hand.
La Liga - 1st place to 3rd place seperated by 12 points.
PL - 1st - 4th seperated by 8 points, 11 if Man City win game in hand.
La Liga - 16 points, 13 if Levante win their game in hand on Madrid.
At the bottom of the table
PL - Bottom 5 seperated by 3 points. If Wigan win their game in hand, could be 2 points.
La Liga - Bottom 5 seperated by 8 points. If Santander win their game in hand, could be 9 points.
Biggest point gap in the league between positions
PL - 3rd - 4th 6 points gap
La Liga - 1st - 2nd 8 point gap (5 if Barca win game in hand)
Points difference between top and bottom
PL - 33 points
La Liga - 35 points
PL = more competitive on most levels.
